Step - 1   Go to your "Program Files" folder, locate the "Internet Explorer" folder, then double-click the folder to open it

Step - 2   In the "Internet Explorer" folder, locate the IEXPLORE con, and double-click it to open the browser

NOTE: You might want to copy this icon and paste it as
 a shortcut onto your desktop or into a working directory

Another way to accomplish the above is to click on the Internet
Explorer icon in the menu tray at the bottom left of your window

Step - 3 On clicking the Internet Explorer icon (either way described above), the IE browser will launch

Step - 4  Click on the   [ File ]   menu to show the drop down menu, and select    Open...       menu item

Step - 5   Either type in  the path of the HTM file you want to open, or click the  [ Browse... ]  button

Step - 6  The  [ Browse... ]  button was used here to navigate to a working directory having the file "preload2.htm.  Double-click the icon of whatever file you want to open, wherever it is located

.the dialogue box below will appear showing the path of the file you are about to open
Step - 7  Click the  [ OK ]  button, or double-click the "preload2" icon, to launch the IE browser and open the file

An alternate (easier) way to open Internet Explorer
Step - 1   Click on any HTM web page file to launch Internet Explorer and automatically open that file 

the file "outsite.htm" opens in the Internet Explorer browser as shown below
